The SD Board of Regents is supporting a bill that would affect students who owe $500 or more to state universities. According to a Rapid City Journal article, the bill would create an obligation recovery center, which bills of greater than $500 would be sent to. Debtors would be subject to a 20% surcharge and would not be able to register or renew driver's licenses, vehicle registrations, state park camping or hiking permits, or hunting or fishing licenses. Debts of less than $500 would continued to be referred to collectors.
Governor Dennis Daugaard has authorized the building of the recovery center earlier this year.
