School Budget Should Focus on Teachers, Not Projects

The Rapid City Area School Board discussed the budget at Tuesday's meeting.  The Rapid City Journal reports the Board President suggested finishing projects that have been started and halting beginning new projects.  Halting any new construction would allow more capital outlay funds to be used for teachers' salaries.  The discussion of the use of the capital outlay money will be continued at the August Board Meeting.   Some feel that using it for salaries is unwise since the money will run out.
