Rapid City Mayor's Budget Shows Change in Priorities

Along with his first budget, Rapid City Mayor Steve Allender has some changes in mind. The Rapid City Journal covered his address to the Rapid City Council. One change will be cutting the COMPASS Independent Audit Program. COMPASS was proposed by Councilwoman Charity Doyle and supported by then-Mayor Sam Kooiker, but Allender feels the program's value is less than its cost. He also wants to rescind Resolution Number 2012-004 which requires the council to make an additional vote when considering use of the CPI property tax increase. Before 2008, the CPI increase was included in every budget, but was changed to something that could be added.
