Mayor Allender to Propose Homelessness Reform

KOTA TV reports that Mayor Steve Allender began a study about services available to Rapid City's homeless population.  The goal is to gain information so that more efficient services can be provided.  The Mayor is expected to begin drafting ideas in February and unveil a larger scale plan in April.
