Pennington County Commissioners are moving forward on a road improvement project for South Valley Drive, which is near city limits. According to the Rapid City Journal, the vote passed despite vocal opposition from two commissioners on its cost effectiveness and concerns about Rapid City annexing more of the area. They argued that there were more pressing matters for the commission to attend to and that the current road seemed fine despite a report from the highway superintendent for the county on the road's condition.
