The Rapid City Council has delayed a decision on the agreement with Epic Outdoor Advertising that would allow the company to drop two pending lawsuits against the city in return for a sign ordinance change. According to the Rapid City Journal, this is due to a stipulation of the agreement that will no longer be possible as pointed out by City Attorney Joel Landeen. The stipulation concerns the converting of an old static billboard in a residential neighborhood into a new digital one.
