A good Samaritan measure was approved by a House committee that would protect underage drinkers from facing some criminal penalties during medical emergencies, such as those that happen when alcohol or drugs are being used in excessive amounts. According to the Rapid City Journal article, the bill is designed to encourage youths to call in medical emergencies without fear of being arrested for ingesting the same substances as long as they cooperate with authorities. Opponents of the bill argue, however, that giving individuals a free pass for their underage consumption is not dealing with alcohol issue in the correct manner.
