Summerset - Government & Citizenship

Summerset is organized under a commission form of government.  The mayor and four city commissioners, elected at large, serve three-year staggered terms. The current members of Summerset’s government can be found online. Commission meetings are held at 7:00 p.m. on the first and third Thursdays of each month at city hall.  Meeting minutes are posted on the city website and in the Rapid City Journal. Agendas are posted to the website 24 hours in advance of each meeting. 

Summerset’s government includes a Planning and Zoning Board currently consisting of five members, and one alternate. Tasked with reviewing and writing zoning, subdivision and other ordinances as they pertain to planned growth and development in the City of Summerset and within its extra-territorial boundary they play a vital role in the city government. Hearing applications pertaining to planned development they also make recommendations to the board of commissioners and mayor. Comprehensive Plan

The City of Summerset’s 2028 Comprehensive Plan, prepared in 2007, provides a community profile along with its visions and goals.   Community character, land use and growth management are highlighted, as is public works-the backbone of the community.  The last section covers parks and recreation and community facilities.


For calendar year 2016 the budget of city of Summerset approved a total city budget of $1,282,378.00, utilizing locally generated city tax revenues. The public can see the budget document at the office of the city finance officer, 12150 Siouxland Drive, Summerset, Monday-Friday from 8 am – 5 pm. Or to view the budget online click here.   


Meade County administers state, federal, and school board elections in the City of Summerset.  The county auditor is responsible for notifying the public of upcoming special and general elections.  Visit the Meade County Auditor's Officer Election information tab to obtain election records, useful links and forms pertinent to registration and absentee ballots.  You can also find precinct voting locations on this page as well.

More Information 

The Black Hills Pioneer, based out of Spearfish, is a daily published newspaper. Established in 1876. This paper is the oldest business in West River South Dakota and the only locally owned newspaper in the territory. The Pioneer serves Summerset and Meade County as well as Lawrence and Butte County.  

The Rapid City Journal, a daily published newspaper based out of Rapid City, also provides printed news for Summerset. The Rapid City Journal began on January 5, 1878, as the Black Hills Journal. The Journal is the daily newspaper of Rapid City.  

Summerset receives its televised news from KOTA and KEVN out of Rapid City.
