Bill Defining Smoking Could Affect Hookah Lounges

A bill under consideration in the state senate could decide the issue between Rapid City's government and its hookah lounges. SB 114 would expand the definition of smoking to include hookahs; previous language left it unclear if hookah lounges were violating the state smoking ban by serving alcohol. The Rapid City Journal notes that the bill was requested by Rapid City's mayor and police chief, and is sponsored almost entirely by Rapid City legislators.
